The decision of the World Bank and the European Bank for Reconstruction and Development to blacklist the German group Lahmeyer has begun to have an impact on the group's operations, particularly in Africa. In Ethiopia, where Lahmeyer was on the short-list to conduct a study on generating power on the Genale Dawa river, other firms pre-qualified for the contract - Fichtner, ELC, Norconsult and Norplan - were quick to inform the government and the local press about Lahmeyer's situation. And the ban by international financial institutions has similarly raised a lot of questions in Madagascar, where Lahmeyer holds the concession to manage the power utility JIRAMA. Madagascar is highly dependent on loans from the World Bank. In principle, a blacklisted company cannot take part in a project funded by the Bank or IMF. Lahmeyer was the second firm implicated in the Lesotho Highland Water Project to find itself on the World Bank black list. In 2004, the institution blacklisted the Canadian consultancy Acres International after a court in Lesotho handed down a ruling in a corruption case.
