Iranian designs on the Comoros

were outlined in a recent Comoros ministry for foreign relations document, of which The Indian Ocean Newsletter has obtained a copy. The Iranians offered to help the Union of the Comoros carry out the surveillance and control of its territorial waters. Furthermore, an additional separate document was signed, centred on co-operation in the defence arena. As part of this, Teheran is believed to have offered to provide the training for President Ahmed Abdallah Sambi guard. Teheran is offering to create an agricultural representation bureau in Moroni, to equip the Comoros electricity supply utility with its own fuel storage facility, to refurbish certain generators, to help in the acquisition of five plant with a capacity of 6 MW each and to renovate the drinking water supply in Moroni. The support to the Société Comorienne des Hydrocarbures (SCH) will concern the supply of oil products and the construction of a storage depot. Iran has promised budgetary aid of $36 million to discharge the arrears in salaries of Comoros civil servants, including the pay for the months of March, April and May 2006. It has also proposed training in several areas, such the tax system and privatisation. The Iranian Red Crescent is to set up health centres and provide medication, while the Imam Ayatollah Khomeiny Foundation will provide financial support.
