Africa Energy Intelligence July 25, 2007 Partnership with Seoul SECTION: GOVERNMENT STRATEGIES LENGTH: 197 words Ivory Coast energy minister Leon Emmanuel Monnet travelled to Seoul last week to sign a memorandum of understanding with his South Korean counterpart, Kim Young-ju. Korean groups are keen to invest in Ivory Coast's electricity sector but also in the country's offshore. Last year Abidjan took part in a South Korea/Africa conference staged in Seoul between Nov. 7-9. Using Nigeria as their base - they are well entrenched in the country - the Koreans hope to gradually spread through the region. The Korea National Oil Corp operates OPL 321 and 323 in Nigeria and ex president Olusegun Obsanjo awarded a management concession for the Egbin power plant to the Korea Electric Power Corp in the final weeks of his term in office. During the last licensing round in Nigeria's offshore, Seoul negotiated a right of first refusal on several blocks but did not exercise it in the end. In addition to Ivory Coast and Nigeria, Korea has forged a key alliance with Angola. Elsewhere, the Korea National Oil Corp momentarily displayed an interest in Range Resources' concession in Puntland, the break-away province of Somalia, but backed away from signing an agreement with the Australian group.
